			<content:encoded><![CDATA[<p>MOSCOW (Reuters) &#8211; Vladimir Putin took the oath as Russia&#8217;s president on Monday with a ringing appeal for unity at the start of a six-year term in which he faces growing dissent, economic problems and bitter political rivalries.</p>
<p>Parliament is expected to approve to his ally Dmitry Medvedev, 46, as prime minister on Tuesday, completing a job swap that has left many Russians feeling disenfranchised two decades after the Soviet Union collapsed.</p>
<p>Outside the Kremlin&#8217;s high red walls, riot police prevented protests by rounding up more than 300 people, including men and women in cafes who wore white ribbons symbolizing opposition to Putin <a href="http://www.windowssystemkey.com/Windows-Anytime-Upgrade/" title="Windows Anytime Upgrade">Windows Anytime Upgrade</a>, a day after detaining more than 400 during clashes.</p>
<p>But in the Kremlin, 2,000 dignitaries applauded Putin&#8217;s every step down the red carpet into a vast hall with gilded columns <a href="http://www.windowscodeonline.com/" title="Windows 7 Activation Key">Windows 7 Activation Key</a>, the throne room of tsars, where he was sworn in with his right hand resting on the red-bound Russian constitution.</p>
<p>&#8220;We will achieve our goals if we are a single, united people, if we hold our fatherland dear, strengthen Russian democracy, constitutional rights and freedoms,&#8221; Putin said in a five-minute speech after taking the oath for the third time.</p>
<p>&#8220;I will do all I can to justify the faith of millions of our citizens. I consider it to be the meaning of my whole life and my obligation to serve my fatherland and our people.&#8221;</p>
<p>The Kremlin&#8217;s bells pealed, and the national anthem blared at the end of a ceremony which was followed by the head of the Russian Orthodox Church blessing Putin and the president taking charge of the nuclear suitcase.</p>
<p>Although he has remained Russia&#8217;s dominant leader for the past four years as prime minister, Putin, 59, has now taken back the formal reins of power he ceded to Medvedev in 2008 after eight years as president.</p>
<p>AUTHORITY WEAKENED</p>
<p>Putin is returning with his authority weakened by months of protests that have polarized Russia and left the former KGB spy facing a battle to reassert himself or risk being sidelined by the business and political elites whose backing is vital.</p>
<p>&#8220;We want to, and we will, live in a democratic country,&#8221; Putin declared, evoking patriotic images of Russia as a great nation and urging people to show a sense of responsibility and national pride to make the country stronger.</p>
<p>Putin made no mention of the protest movement in his speech and no promises of political reform in a series of decrees he signed after the ceremony <a href="http://www.cheapwindowskey.com/" title="Microsoft Windows 7 Key">Microsoft Windows 7 Key</a>, most of them focused on economic goals and efforts to improve living standards.</p>
<p>Despite his pledge, riot police, nervous after battling protesters at an anti-Putin rally on Sunday, cracked down on the slightest sign of dissent on the streets of central Moscow, many of which were almost empty.</p>
<p>At least 22 protesters were led away when a crowd of more than 100 started shouting &#8220;Russia without Putin&#8221; near two luxury hotels 500 m (yards) from the Kremlin.</p>
<p>&#8220;This shows that Putin is scared of dissatisfied citizens. Although there are not so many of us, there are not so few either,&#8221; said 18-year-old student Pavel Kopilkov.</p>
<p>Dozens of others were detained by police on a boulevard near the route of Putin&#8217;s motorcade to the ceremony, including some who had been sitting outside a French bistro wearing the white ribbon of protest on their jackets and coats.</p>
<p>A Reuters correspondent saw tables and chairs being overturned as the people were hauled away.</p>
<p>&#8220;This is shameful. This is not how you celebrate a holiday &#8211; this is how you celebrate seizing power,&#8221; liberal opposition leader Boris Nemtsov said shortly before he was detained.</p>
<p>Police moved in quickly several times through the day and evening as activists sought to gather in various locations for protests, pressing against crowds and detaining people.</p>
<p>Moscow police said 300 had been detained, including some people who were released and then detained when attempting to protest again. In Putin&#8217;s hometown of St Petersburg, police detained a few protesters in a small crowd on Palace Square.</p>
<p>Alexei Navalny and Sergei Udaltsov, two opposition leaders who were detained at Sunday&#8217;s protest and released on Monday after courts fined them 1,000 roubles ($33) each, gathered at a small central Moscow park near the presidential administration offices after dark with a crowd about 200 and vowed to remain.</p>
<p>PUTIN UNDER PRESSURE</p>
<p>Although the protests, sparked by allegations of electoral fraud, had lost momentum before Sunday&#8217;s rally, they have given birth to a civil society that will press on with attempts to undermine Putin&#8217;s authority by contesting local elections.</p>
<p>Many of the protesters are angry that Putin is extending his 12-year domination of Russia and fear he will stifle political and economic reform in his third term as president.</p>
<p>He is under pressure to show he can adapt to the new political landscape. Few think he has changed much, if at all.</p>
<p>He has eased up on the choreographed macho antics that long burnished his image in Russia, such as riding horseback bare-chested and shooting a tiger with a tranquilizer gun.</p>
<p>Harder to shake off will be his habit of seeking total control, as political rivals begin to gain status and a rising middle class demands more political freedom.</p>
<p>He has to quell rivalries between liberals and conservatives battling for positions in the new cabinet under Medvedev, who is swapping jobs with Putin. The outcome of the struggle could help determine how far reforms go to improve the investment climate.</p>
<p>The $1.9 trillion economy is in better shape than that of most European countries, but is vulnerable to any drop in the price of oil, the main export commodity. The budget is under pressure from Putin&#8217;s lavish pre-election spending promises.</p>
<p>Putin has said he wants to attract more foreign investment by improving the business climate, reduce corruption and red tape, and end Russia&#8217;s heavy dependence on energy exports.</p>
<p>He called for the creation of a &#8220;new economy&#8221; in the speech and reiterated those goals in economic decrees signed on Monday, but critics say he has had plenty of time to tackle the persistent problems in his years in power.</p>
<p>He set out aims on a range of issues in other decrees, from higher wages for teachers and other state workers to better weapons for the military and a decrease in Russia&#8217;s death rate.</p>
<p>As in the past, he is likely to use tough anti-Western rhetoric on foreign policy to drum up support if times get tough in Russia. But he never yielded his strong influence over foreign policy as premier, so a major policy shift is unlikely.</p>
<p>Putin struck familiar chords in a decree on foreign policy, emphasizing opposition to foreign interference in sovereign states and saying Moscow wants &#8220;strategic&#8221; ties with the United States but will not tolerate meddling.</p>

<p>Could good weather portend bad news for the economic recovery?</p>
<p>Several analyses show that the mild winter boosted job growth by as much as 75,000 positions — an artificial inflation that economists say will be paid back in the coming months. Translation: The recent surge in hiring may not be as strong as it looks.</p>
<p>&#8220;We&#8217;re thinking that the economic data is going to lose some momentum from here going forward,&#8221; said Bob Baur, chief global economist for Principal Global Investors.</p>
<p>According to weather consulting firm Planalytics <a href="http://www.apewatches.com/" title="replica watches">replica watches</a>, March was the warmest on record in 50 years. Several major cities experienced their warmest March in 118 years, including Chicago, Detroit, Minneapolis and Oklahoma City. Temperatures in those areas were about 15 degrees higher than average.</p>
<p>For many people, that meant an early debut of open-toed shoes and dinners al fresco, an early mulching and spring cleaning. It also meant more jobs for construction workers and retail employees to keep pace with demand. Planalytics said demand for lawn mowers jumped 40 percent last month, demand for sun care was up 17 percent and demand for bottled water rose 5 percent.</p>
<p>For economists, it meant a statistical nightmare.</p>
<p>Typically, these bumps in demand are evened out through a process called seasonal adjustment. That allows researchers to compare one month&#8217;s economic activity with the next for a more accurate picture of the nation&#8217;s health. But this year&#8217;s weather was so abnormal that those models fell short, and economists are now scrambling to figure out how much of growth over the past three months was simply due to a glitch in their systems.</p>
<p>&#8220;When the weather does not follow a normal seasonal pattern, then the seasonal adjustment cannot adjust for it,&#8221; said Chris Varvares, senior managing director and co-founder of Macroeconomic Advisers.</p>
<p>Varvares&#8217;s firm estimates that 30 percent of the 227,000 jobs added in February were the result of warmer weather. An analysis by Goldman Sachs found that the average monthly job growth between December and February was actually 210,000 when weather is factored in, not 245,000.</p>
<p>Economists are quick to note that even the revised numbers aren&#8217;t bad — they&#8217;re just not great. And that may help explain why recent data on consumer spending, manufacturing and jobs have looked rosier than actual economic growth would suggest.</p>
<p>Forecasts for the nation&#8217;s gross domestic product during the first quarter hover around 2 percent — a middling number at best. Somewhere, there is a disconnect <a href="http://www.admitwatches.com/" title="replica watches">replica watches</a>, and Mother Nature is a valid scapegoat.</p>
<p>But unraveling the impact of weather is not always easy. Macroeconomic Advisers initially predicted that as many as 58,000 jobs may not have materialized in March because they were already taken in February. But then it hedged the bet as March turned out unseasonably warm as well.</p>

Though that may mean dips in job growth in coming months, the fact that workers found jobs earlier in the year — and pocketed a few more paychecks — could wind up being a net benefit to the economy, he said.</p>

Baur believes that the second half of the year will pick up steam as state and local governments enjoy rebounds in tax revenue and layoffs slow down.</p>

<p>As a development agency that supports poor farmers overseas, ActionAid appreciates the jobs and investment that supermarkets bring to developing countries. Around a million people in sub-Saharan Africa alone depend on the trade in fresh fruit and vegetables with British supermarkets.</p>
<p>But it doesn&#8217;t always follow that the terms of this trade are fair and equitable. As Betserai Biti, a vegetable exporter from Zimbabwe told ActionAid: &#8220;Any way that we are treated unfavourably negatively affects our ability to make a profit and expand our business &#8211; whether it&#8217;s by keeping prices low, or rejecting more product that should have been rejected, or putting products onto promotion at my cost.&#8221; Unfair supermarket practices also make it much harder for him to pay workers enough to live on.</p>
<p>It&#8217;s not just those who want a fairer deal for farmers that have an interest in stopping these practices. For environment campaigners, they make it harder for producers to invest in farming methods that protect eco-systems. The same goes for improving animal welfare. For corner shop-keepers, they give supermarkets an unfair advantage that can turf them out of business. And labour rights defenders know that by siphoning wealth out of rural areas, these practices leave a smaller slice of the economic pie for farm workers who desperately need decent wages.</p>
<p>One such worker, Gertruida Baartman, a fruit picker from South Africa, was so unhappy about conditions on her farm that she came to Tesco&#8217;s AGM and spoke out about her situation, even though this put her job at risk. &#8220;I don&#8217;t get paid enough to feed my children and I have to work with pesticides with my bare hands,&#8221; she told the chief executive.</p>
<p>Happily for Gertruida, and millions of others who earn their living in supermarket supply chains <a href="http://www.tattooinksmall.com/tattoo-guns-c-14.html" title="a Tattoo Gun">a Tattoo Gun</a>, it looks like the bullying tactics will soon be a thing of the past, as today the government announced it will bring a &#8216;Groceries Code Adjudicator&#8217; bill into parliament. While it may sound like the title of a second-rate action movie, the adjudicator has the more prosaic but important job of snuffing out unfair buying practices.</p>
<p>Cue howls of outrage from supermarkets, who are fighting hard to water down the legislation. They say it would push up food prices, a case that might sway shoppers whose living standards are being squeezed.</p>
<p>But those who&#8217;ve followed the story more closely know it&#8217;s a flimsy argument, as the adjudicator would have no remit over day-to-day price negotiations between retailers and their suppliers: supermarkets will still be free to negotiate the best deals for shoppers. The government, meanwhile, believes that by encouraging suppliers to invest in their businesses, the adjudicator is likely to lead to lower prices for shoppers in the long run.</p>
<p>To date only one supermarket &#8211; Waitrose &#8211; has publically backed the adjudicator. It seems the company recognises that retailers also have an interest in setting up an industry watchdog, as it would prevent reckless buyers in one supermarket from undercutting responsible buyers in another, thereby ensuring retailers compete on a level playing field.</p>
<p>So will the adjudicator be able to rein in the mighty supermarkets? That depends on whether lawmakers fend off pressure from the retail lobby and give the watchdog sharp enough teeth to stamp out bad practice once and for all. While it won&#8217;t be a panacea for all the problems that lurk in supermarket supply chains, the adjudicator would be a major step towards a fairer food chain that works for producers, workers, animals <a href="http://www.tattookitdepot.com/tattoo-inks-c-18.html" title="Cheap Tattoo Ink">Cheap Tattoo Ink</a>, the environment, small shops and supermarkets alike. <p>More than an ocean separates both electoral contests today: a radically different electoral system; a French state that is expected to do everything vs. an American state that is expected to do as little as possible; a president from the right with a docile parliamentary majority in France vs. a president from the left with a hostile parliamentary majority in the U.S. And yet, despite these fundamental differences, some of the lessons from Sunday&#8217;s defeat of French president Nicolas Sarkozy can be transposed to the American context and worry Barack Obama.</p>
<p>Lesson One: Incumbency is a handicap</p>
<p>Everywhere in Europe <a href="http://www.enviousdress.com/emilio_pucci_dress-herve_leger.html" title="Emilio Pucci Dresses sale">Emilio Pucci Dresses sale</a>, from Greece to the Netherlands, elections have sanctioned incumbents. France was no exception to the rule. Nicolas Sarkozy could not convince a majority of voters that far from being responsible for the country&#8217;s economic crisis, his policies had avoided its spillover and limited the damage.</p>
<p>To be sure, part of the anti-Sarkozy vote was exactly that: a vote against Sarkozy &#8212; his personality, his behavior, his tone of language. But the majority of the pro-Francois Hollande vote was a manifestation of rejection against the current economic situation and a vote for change hoping, with no illusions, for a better future.</p>
<p>Why would it be different for Obama? Given the role played by money in American electoral politics, incumbency traditionally offers many advantages. The economic situation in the U.S. is timidly improving and presumptive Republican contender Mitt Romney is in many respects a potentially flawed candidate. But given the strong anti-incumbent push felt around the Western world, Obama will need a lot of luck to overcome what has become the handicap of incumbency.</p>
<p>Lesson Two: No one cares about foreign policy successes</p>
<p>In the U.S., Sarkozy became well-known and well-appreciated for his activism and successes in foreign affairs, but foreign policy was completely absent from the French presidential campaign, even though the French reintegrated NATO fully under Sarkozy&#8217;s tenure and became even more involved in Afghanistan. Why couldn&#8217;t Sarkozy capitalize on his handling of foreign policy over the past five years? </p>
<p>First, as far as we know given the little debate on the issue, both candidates shared roughly similar visions on foreign affairs. Moreover, it is difficult ex post to define a coherent &#8220;Sarkozy doctrine&#8221; except for opportunism, hyperactivity, and impulsive reactions to the crisis of the day. </p>
<p>As for Sarkozy&#8217;s foreign policy successes, many have already been forgotten. Voters have short memories. Who still remembers the liberation of the Bulgarian nurses from Libya in 2007, the handling of the Georgia conflict in summer 2008, or Sarkozy&#8217;s &#8220;invention&#8221; of the modern G20 to deal with the American financial crisis in fall 2008? And as time goes by, what was initially cast as successes, such as the Libya intervention, came to be viewed as failures as the election neared.</p>
<p>The real lesson for Obama is that no one cares for foreign policy successes in times of economic crisis &#8212; failures, yes, but successes, no. James Carville was right about &#8220;the economy, stupid&#8221;, and saving General Motors is more important than killing bin Laden in electoral terms. </p>
<p>Lesson Three: The real cleavage today is globalization</p>
<p>Some analysts have interpreted the rather close results (51.7 percent for Hollande, 48.3 percent for Sarkozy) as evidence that France remains fundamentally divided, almost equally, between the Left and the Right. But these results are also evidence that the French could not really choose between the two candidates because the real cleavage that separates voters today is not Left vs. Right but Out vs. In &#8212; what to do about globalization. </p>
<p>In order to win, Sarkozy had to appeal simultaneously to the centrists to his left and the National Front to his right &#8212; which, not surprisingly, he failed in doing. The fact that both parties find themselves on the same side of the Left-Right cleavage, when everything else seems to oppose them, shows that this cleavage is antiquated. </p>
<p>The real ideological difference today is between opening or closing French borders to globalization &#8212; and its European smaller-scale version, the European Union. Should the country project outwards or protect inwards? Is an open economy an opportunity, even if it is accompanied by costs, or is it a threat that needs to be circumscribed ?</p>
<p>The &#8220;France du non,&#8221; which had rejected the 2005 European Constitution, clearly spoke out in the first round of the presidential election and will probably express itself loudly in the de facto third round &#8212; the legislative election to take place in June. These voters want to close the country to retake control over their national and individual destiny &#8212; against immigrants, Eurocrats, international institutions, global financial markets, Chinese workers. Indeed, the sociology of the National Front voters resembles that of the Tea Party, even if the policy prescriptions are radically different. </p>
<p>This may be the lesson most easily transposable to the U.S. context, which is also undergoing an existential crisis. American voters are saying, especially in the Republican primaries, whether they want to be in or out of the global flows of goods, people and ideas. Like in France, this cleavage is not expressed between the main parties but within each of them.</p>
<p>This is why the American presidential campaign, like the French presidential campaign, cannot hinge around these themes because the main candidates have overall similar visions when it comes to the positioning of their country vis-à-vis globalization, but fundamentally different to the ones articulated by their extremes. Instead, the electoral debate can only revolve around domestic political themes, such as taxes and healthcare <a href="http://www.enviousdress.com/herve_leger_dress-herve_leger_strapless_dress-herve_leger.html" title="Herve leger strapless sale">Herve leger strapless sale</a>, and societal issues, such as contraception in the U.S. and the cost of a driver&#8217;s license in France.</p>

			<content:encoded><![CDATA[<p>When Saab first showed the 9-X Biohybrid concept at the 2008 Geneva Motor Show, it was expected to evolve into a production model based on General Motors&#8217; compact Delta architecture which forms the foundation of the Opel Astra and Chevrolet Cruze. Now that Saab is owned by Spyker Cars, CEO Victor Muller is reportedly looking for a new platform partner in Munich. </p>
<p>According to Swedish daily Dagens Industri, Saab is negotiating with BMW about getting access to the Mini architecture for a new 9-2 model to slot in underneath the 9-3. Before the teardrop-shaped runabout can become a reality, Saab needs to successfully launch both the 9-5 sedan and the 9-4x crossover.</p>
<p>There is no word yet on whether Muller is said to be in exclusive talks with BMW <a href="http://www.supertattooinks.com/" title="Tattoo Supplies">Tattoo Supplies</a>, or if Muller and Co. are in discussions with other automakers about supplying platforms and parts for the planned supermini. For its part, news agency Reuters quotes a unnamed BMW spokesman as saying &#8220;We are in talks with several interested parties who have interest in our technology&#8230; there are no contracts with Saab at the moment.&#8221;</p>
<p>The 9-4x <a href="http://www.tattookitdepot.com/" title="Tattoo Supplies">Tattoo Supplies</a>, which shares its platform with the Cadillac SRX, is expected to finally launch early next year. But for the model to be successful in Europe, it will need to have a diesel engine option, and Dagens Industri is also reporting that BMW could also provide engines options, although that could be more problematic. The 9-4x has a transverse mounted powertrain, but all of BMW&#8217;s engines are longitudinally arrayed, which would require significant re-engineering. A tip of the hat to William!</p>

<p>These are not new questions. They have plagued this war from the beginning. The betrayals, the reversals, the various players&#8217; multidimensional interests in the conflict <a href="http://www.tightshow.com/herve_leger_dress-herve_leger_bandage_dress-herve_leger.html" title="Cheap Bandage dresses">Cheap Bandage dresses</a>, which have them working with the United States one minute and against us the next—even those who are well-versed in the game are seeing the wilderness of mirrors on the &#8220;AfPak&#8221; border as an increasingly impenetrable thicket. And the operative questions—who is friend, who is foe, where can common interests be found with either; in short, what can we do to foster a decent settlement of this war?—are, more and more, baffling.</p>

<p>The latest ratchet in this progression toward opaqueness occurred on Thursday, when Adm. Mike Mullen, the outgoing chairman of the Joint Chiefs of Staff, told a congressional committee that Pakistan&#8217;s Inter-Service Intelligence agency—the ISI—was behind the recent attack on the U.S. embassy in Kabul.</p>
<p>Well, actually, that&#8217;s not quite what he said, and parsing his actual words—as well as those of Pakistan&#8217;s official response—provide a hint of the shadowy games that all the sides are playing.</p>
<p>What Mullen said was that the embassy attack was carried out &#8220;with ISI support.&#8221; The logic here runs as follows: The attack was launched by the Haqqani network, a militant wing of the Afghan Taliban that&#8217;s particularly active in the area around Kabul; Haqqani has long been associated with the ISI (Mullen said Thursday that it &#8220;acts as a veritable arm&#8221; of ISI); and, in this sense, it&#8217;s valid to say that everything it does has &#8220;ISI support.&#8221;</p>
<p>Whether ISI had a hand in the embassy attack <a href="http://www.maindresses.com/bcbg_dress-herve_leger.html" title="BCBG Dresses sale">BCBG Dresses sale</a>, or knew about it ahead of time, is less clear, officials say. There are factions within ISI, and there are believed to be factions within Haqqani. </p>
<p>Pakistan&#8217;s interior minister, Rehman Malik, issued a reaction to Mullen&#8217;s charge Friday <a href="http://www.putonherveleger.com/chloe_dress-herve_leger.html" title="Cheap Chloe Dresses">Cheap Chloe Dresses</a>, and it too is intriguing. &#8220;If you say that it is ISI involved in that attack, I categorically deny it,&#8221; Malik told Reuters, adding, &#8220;We have no such policy to attack or aid attack through Pakistani forces or through any Pakistani assistance.&#8221;</p>

Mullen, Malik well knows, didn&#8217;t quite say ISI was &#8220;involved&#8221; in the attack, nor did he charge there was some &#8220;policy&#8221; to launch such an attack, nor to do so &#8220;through Pakistani forces.&#8221; Malik&#8217;s response <a href="http://www.tightshow.com/dkny_dress-herve_leger.html" title="Cheap DKNY Dresses">Cheap DKNY Dresses</a>, in short, is a textbook case of a &#8220;non-denial denial.&#8221;</p>
<p>As for Secretary of Defense Leon Panetta <a href="http://www.dressescase.com/herve_leger_dress-herve_leger_strap_dress-herve_leger.html" title="Discount White Herve leger">Discount White Herve leger</a>, who appeared alongside Mullen at Thursday&#8217;s hearing, it is hard to tell whether his spin on recent events was evasive, delusional, naïve, or a combination of the three. This shift, Panetta said, will have no effect on the Taliban&#8217;s &#8220;odds of military success.&#8221;</p>
<p>These remarks are also worth some detailed parsing. It is certainly true that U.S. military forces have killed and captured a lot of insurgents in the past year or so, to the point where many rank-and-file Taliban fighters shirk direct confrontation. But the shift to &#8220;high-profile&#8221; targets is not a &#8220;sign of weakness.&#8221; </p>
<p>An insurgency war is, among other things, a competition for political power. One of the insurgents&#8217; key strategic aims is to undercut the existing government&#8217;s legitimacy. The main way a government builds legitimacy is to provide its people with security. And a precondition for that is to prove that it is capable of protecting itself. </p>
<p>The advantage that insurgents hold (as every book on the subject recognizes) is that, when they meet resistance in one realm <a href="http://www.enviousdress.com/herve_leger_dress-herve_leger_strapless_dress-herve_leger.html" title="Herve leger strapless sale">Herve leger strapless sale</a>, they can easily switch to another. Assassinating officials, infiltrating peace talks (then assassinating the top peace negotiator), mounting an assault on the embassy of the government&#8217;s chief protector—these are classic techniques for disrupting a regime and sowing distrust among the people.
